There is no best secondary.
It completely depends on what you need to do, but i think the only rangers that are taken in FoW groups are R/Rt

1. Depends on situation/build, Rt and Me work well (for the below combo and [broad head arrow]+[epidemic] respectively)
2. No one runs balanced anymore and the speed clearing builds do not have rangers in them.
3. They want a R/Rt for [barrage]+[splinter weapon]

Anyway, as said above if you want to play in those areas you will probably need a R/Rt. If you want a group for R/W then get in a guild because you probably will not get into a PUG with that set up.
Rangers are not good solo farmers. There are much better classes if farming is what you want to do. Recommend Ele, Assassin, or Monk.

Yep similar but asking different things.
I am in a guild but I may need to find a new one because we dont have enough people on to run UW or FoW.
So what I need to do is make each class to achieve different goals in the game? If I want to pvp, I need a specific class? If I want to run UW or FoW I need a necro or Assassin? and if I want to farm I need a 55 monk or elementalist?
Dosent seem like there is to much balance between classes.

Ranger/Rit for general PvE because of splinter-barrage.
For farming, the R/E raptor farmer is decent.

If you h/h, pick a melee secondary and some blocking so you can ball stuff for quicker killing.

R/N for touch ranger farmer..if ur dead set on using ur ranger to farm, try the UW toucher...slower than other uw farm builds, but able to get to the smites in about 5 minutes and can clear all of the ice wastes including coldfires, then run back through chamber and up to the plains for more ecto farming...this is done in NM, but ecto rate is unaffected by NM/HM....just the drops won't be as leet, but lots of dust and gold is all urs cuz ur alone. Otherwise, yeah R/Rt is about the only build PUGS will accept for rangers in the leet areas, or an [Edge of Extinction] spammer for 3-man DOA groups

D for Scythe
W for Turret, THumper
E for conjure barrage
Me for BHA epidemic
P for Spear + Pet build
N for Toucher, enchant removal
Use the search option to look for threads like this and stop being so lazy. There are millions of these out there and if you would JUST use 10 precious seconds of your time instead of making yet again another thread like this, other people who have the same exact question won't have to look through a billion or so threads for good answers.
It's just common sense.

[Burning arrow] works well to with [epidemic] but then again why not just use [searing flames]?

No it does not. There are ALOT of problems with BA and Epidemic though it does not seem apparent at first:
1. This would be fine in NM. But then again why not choose Incendiary Arrows which would save you a slot? Sure BA has the additional + damage, but is it really worth taking another slot and a secondary profession just to add the extra bit of damage?
2. Daze is far more powerful than burning in PvE. You are able to completely shut down a caster with it. Which would you rather have - extra bit of damage from BA or completely shutting down a monster, especially a boss? Not to mention that burning is completely ineffective against Destroyers.
3. BA is great in NM but isn't stellar in HM. BHA on the other hand completely destroys casters especially if you run MM which is a vital asset in both Sabway and Discordway. Even Racway's Paragon can shut down the caster with a volley of spears. Interrupting in HM is not really much of an option. Yes interrupting is definitely possible, but it can be very difficult. Not only this but imagine a whole group of monsters Dazed for at least 10 seconds! This will also allow you to make a useless pet build somewhat useful!
4. I have said it before and I will say it again: SF is not great. Sure you can spread damage far and wide and the damage is pretty good.... in NM. Fire Nukers are quite useless in HM compared to the support role they can offer instead. Besides would you really want to run in SF heroes while you can use so many better builds? At least as a ranger you can shut down monsters with your interrupts and you have the survivability of a cockroach.

You didn't answer any of my points...
BA kills things slowly. Nothing compared to Discord, Sabway, Racway, Smite way, and so many other hero builds.
BHA is shutdown not damage oriented. The degen from Apply Poison+BA+ Epidemic in HM is slow and while it exceeds BHA, it is still far slower than the DPS of many hero builds. Heroes are generally not too smart on what to shut down and that requires human intelligence. If you can provide the shutdown and the heroes provide the DPS, then it will be far more beneficial than the extra bit of damage you can deal. Besides if the target was a healer, the out put heal of the caster could far exceed the extra bit of damage you deal.
If I want damage Barrage Splinter>>BA+Epidemic+Apply Poison. It also takes only 2 slots. If there is only one creature then I guess BA>Barrage. But if that were the case then your H/H should make mincemeat out of it before you can fire a second shot.

[broad head arrow] + [volley] + [epidemic] is the better choice in PvE compared to [burning arrow] + [epidemic]. Daze is far, far more valuable in HM than the small amount of damage burning would do.
I'm a huge BA fan, but still, I'm not sure why I would take it in PvE. If I did, I would pair it with [read the wind] and [flail] or [dwarven stability] / [lightning reflexes] over [apply poison].
I wouldn't really take BA over the builds with [splinter weapon] & [barrage] and the BHA bars, but if I did, I would at least try to make it do as much damage as possible in a quick period, which means BA + IAS (and hunter's shot, savage shot) + read the wind.
